Finance Committee   (Kendall [Chm.], Schweser, Severt)      
1. Provide a recommendation to Council regarding the recommendation of the Loan Review Committee for consideration of the SBD loan application from Tabernacle Brewing Company, LLC. (to be located at 214 W. Main Street) in the amount of $250,000 .  Consideration includes authorizing an application to the State for  a $125,000  CDBG Economic Development Grant for the project.  Consideration of emergency legislation is requested. 

Streets & Sidewalks Committee  (Phillips [Chm.], Heath, Lutz)
1.  Provide a recommendation to Council  regarding authorizing the Director of Public Service and Safety to enter into a professional services agreement with Strand, Inc. of Cincinnati, Ohio for the design of the West Main Street Corridor Improvements Phases 1 and 2 at a cost not to exceed $2,030,000.  
2.  Provide a recommendation to Council regarding amendments to Parking Ordinances.   Consideration of emergency legislation is requested. 
3.  Provide a recommendation to Council regarding the Riverside Drive Improvement Project, authorizing the Director of Public Service and Safety to:
     •Advertise for bids and enter into a contract for the Riverside Drive Improvement Project at a cost not to exceed $1,400,000,
     •Authorize an amendment to the agreement with LJB, Inc. for the design of the project, increasing the design cost by $15,000 to an amount not to exceed $154,000, based on additional design work made necessary by providing free sewer connections,
     •Waive sewer tap-in fees for all property owners who had agreed by November 2 to connect to the City sewer system,
     •Execute all related documents.
Consideration of emergency legislation is requested to ensure minimal disruption to the fall 2019 sports schedule at Community and Duke Parks.
