Guidelines and Specifications GUIDELINES for REPLACEMENT/REPAIR Sidewalks/drive approaches shall be considered for replacement/repair if the following problems or characteristics exist. A. Any block having a major crack or cracks open one-quarter inch or more and/or having one-half inch or more vertical displacement within each block. B. Adjoining blocks or portions thereof whose edges differ vertically by one-half inch or more. C. Offset over one inch at curb other than crosswalks. D. Two inch or more rise in adjacent blocks without offset. E. Blocks having depressions reverse cross-slope or below curb grade so as to impound mud or water. F. Sidewalks that have 25% or larger area that are generally deteriorated one-half inch or more in depth, as evidenced by spalling, raveling, or irregular surfaces with loose, coarse aggregate protruding. G. Settlement resulting from trench settlement, i.e., water, sewer, gas, etc. H. Natural stone slabs, steel plates that do not provide a skid resistant surface. I. Any additional sidewalks, other than the right-of-way sidewalk, are the responsibility of the owner to repair or replace. SPECIFICATIONS A. Definition: Sidewalk means any Portland cement concrete walkway constructed in that portion of street right of way designed particularly for pedestrian travel. B. Concrete sidewalks in all residential area, excepting those along collector or major streets, shall not be less than four feet in width. Sidewalks on residential streets along collector or major streets shall be five feet in width. Along all commercial and industrial property where sidewalks are required, sidewalks shall be not less that five feet in width. C. No person shall construct, rebuild or repair any sidewalk or driveway apron except to the width specified by and in accordance with the line, grade, slope and specifications established by the City Engineer, nor without first obtaining a written job permit from the City Engineer. Such line, grade, slope and written job permit from the City Engineer shall be substantially similar to those required by other communities of similar economic value. The fee for such job permit shall be in accordance with the Troy Codified Ordinances. No job permit fee for initial construction of sidewalks and driveway aprons in new subdivisions shall be required since an inspection charge as outlined in Section 1115.04 (d)(2) of the TCO is required in new subdivisions for new construction. D. The minimum thickness for Portland cement concrete sidewalks shall be four (4) inches. At driveways, known underground utility crossings and other points of vehicular crossing, the thickness shall be six (6) inches. All concrete shall be 4,000 psi with expansion material placed every 25’. E. At all intersections of streets and proposed pedestrian crosswalks, the sidewalks shall be extended to the curb and shall be made accessible to people with disabilities. F. Sidewalks shall be placed on suitable subgrade. The use of aggregate bedding, minimum of four (4) inches thick shall be required where unsuitable subgrade exists.
