The Auditor of the City of Troy is Mr. Richard L. Cultice. Mr. Cultice was sworn into office on April 19, 2004. The office has a staff of three full time employees including the Chief Deputy Auditor, Ms. Paulette Stanley, and one part time clerk. The Auditor's office is located on the second floor of City Hall

The Auditor is an elector of the City of Troy who serves as the
Chief Financial Officer of the City. He is responsible for maintaining a detailed,
accurate, systematic record of the receipts, disbursements, assets, and liabilities of the
City. The Auditor is also responsible for establishing and maintaining an internal control
structure designed to ensure that the assets of the government are protected from loss,
theft, or misuse. He must also insure that adequate accounting data is compiled to allow
for the preparation of financial statements in conformity with general accepted accounting
principles.![]() The Government Finance Officers Association of the United States and Canada (GFOA) has awarded a Certificate of Achievement for Excellence in Financial Reporting (pictured below) to the City of Troy, Ohio for its Comprehensive Annual Financial Report (CAFR) for the last seventeen consecutive years. The Certificate of Achievement is the highest form of recognition for excellence in state and local government financial reporting. A copy of the City's 2006 CAFR may be obtained by various means. In addition to the responsibilities noted above, the City Auditor, Mayor, and Law Director comprise the Investment Committee of the City. The City Auditor obtains quotations on various qualified investments, as funds become available to invest. The Auditor then recommends to the remaining members of the Investment Committee what investments best meet the City's criteria for investment and upon approval of the Committee the investments are purchased.
