LEGAL ADVERTISEMENT

Sealed proposals will be received at the office of the Director of Public Service and Safety, City Hall, 100 South Market Street, Troy, Ohio, 45373 until 12:00 Noon on Wednesday, August 22, 2018 for the  Troy Wastewater Treatment Plant – UV Disinfection Construction and Installation in accordance with the plans and specifications now on file in the office of the Director of Public Service and Safety. The project includes the installation of ultraviolet disinfection equipment furnished by the City and special services for installation in the existing UV disinfection channels at the wastewater treatment plant. The awarded bidder will assume the procurement contract between the City and Calgon Carbon UV Technologies, LLC. The bidding documents may be requested and reviewed at the Engineering Department located on the First Floor of City Hall.

Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein.  Proposals shall be submitted on the forms furnished by the City and must be enclosed in sealed envelopes endorsed by the Bidder and marked “Bid # 2017-26”.  Troy Wastewater Treatment Plant – UV Disinfection.  Bids may be submitted by mail to the Director of Public Service and Safety, 100 South Market Street, P.O. Box 3003, Troy, Ohio, 45373-7303.  Each Bidder must submit evidence of his experiences on projects of similar size and complexity. Bidders expected completion date shall be noted in Bid Proposal.   A pre-bid conference will be held at 10:00 a.m. on Tuesday, August 7, 2018 at the Wastewater Treatment Plant, 1400 Dye Mill Road, Troy, Ohio 45373-7303.   Attendance is not mandatory. 
 
All Contractors and Subcontractors involved with the project will, to the extent practical, use Ohio products, materials, services, and labor in the implementation of this project. Bidders must comply with the prevailing wage rates on Public Improvements in Miami County and the City of Troy, Ohio as department by the Ohio Department of Industrial Relations. 

Each Bidder is required to furnish, with his proposal, a Bid Guaranty in accordance with Section 153.54 of the Ohio Revised Code as a guarantee that if the proposal is accepted a Contract will be entered into.  The Bid Guaranty shall be in one of the following forms:  
1.  A certified check, cashiers’ check or letter of credit in an amount equal to 10% of the total bid amount, payable to the City of Troy, Ohio, or;
2.  A bid bond in the amount of 100% of the bid amount, payable to the City of Troy, Ohio.
If the Bid Guaranty is furnished in Bond form, it shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.

The City of Troy reserves the right to reject any or all bids, to waive any irregularities in the bids when to the advantage of the City and to select the best bid in its opinion.

The City of Troy, Ohio is in compliance with ADA.
