MINUTES OF COUNCIL
A regular session of Troy City Council was held Monday,
August 2, 1999, at 7:30 p.m. in Council Chambers.
Members Present: Beamish, Douglas, Helmer, Melvin, Mercer and Saxton.
Upon motion of Mrs. Saxton., seconded by Mr. Douglas, Mr. Severt was excused
from this meeting by unanimous roll call vote.

INTRODUCTION: Of Stephanie Hinnegan, newly appointed Street Foreman, and John Denney, newly appointed Fire Chief.
The Clerk gave a summary of the July 19 minutes of Council. There were no additions or corrections to these minutes. Upon motion of Mr. Douglas, seconded by Mrs. Saxton, these minutes were approved by unanimous roll call vote.
COMMITTEE REPORTS:
BUILDINGS, STREETS & SIDEWALKS: Mrs. Melvin, Chairman, reported that Committee recommends legislation be prepared authorizing bidding the replacement of the roof on the Marina Building at a cost not to exceed $50,000.

LAW & ORDINANCE: Mr. Douglas reported that Committee recommends that legislation be prepared as follows: 1) that the replat of Inlots 7376, 7377, 7378 & 7379 and dedication of right of way off Stanfield Road be approved. 2) Committee recommends that legislation be prepared for the replat of IL 6214 and dedication of right of way on E. Main St. be approved.

PERSONNEL: Mr. Douglas, Chairman, reported that Committee concurs in the following appointments to the City Beautification Committee for terms of 7-31-99 to 7-31-01: John Terwilliger, Clarence Bosse and Susan Dykes.

PRESENTATION BY ODOT REPRESENTATIVES Mr. Harrison, Mr. Rudy, and Mr. Cain regarding the upgrading of I-75 from Tipp City to the north side of SR 41. They noted that there is a pilot program that includes aesthetics; they are concerned about safety; traffic in 1999 is 5 times that in 1960; the pilot program could include plantings, landscaping and community identification as a part of security fencing on overpasses. Mr. Rudy commented that ODOT would like to work with segments of the community so the community could be encouraged to adopt the aesthetic improvements and maintain them after installation. There were comments about barrier walls, as aesthetics, and Mr. Rudy stating that it is the opinion of ODOT that the walls do absorb much of the sound.
COMMENTS OF COUNCIL:
-Mrs. Melvin stated that Boyer Park looks very nice with the new playground
equipment. She also stated that the Buildings, Streets & Sidewalks Committee
will be meeting on the subject of barrier walls. Mr. Douglas asked if ODOT
representatives could be at the meeting, and it was indicated they would try to
do so.
-Members of Council congratulated Chief Denny and Ms. Hinnegan.

AUDIENCE COMMENTS:
-Dottie Brown, 5378 Old Springfield Rd., Tipp City, who owns property on Heather
Road, stated she supported the barrier walls.
-Corby Enochs, 1424 Trade Sq W, asked if ODOT had considered a wall of
plantings. ODOT representatives stated there is not sufficient right of way for
plantings.
-Dean Myers, 818 Branford, supported the walls.
-Pat Rife, 611 Fernwood, asked if there would be a sidewalk on SR41 and was
advised that ODOT is working with the Cityâs plans.
-Dave Morris, 86 Heather Rd., supported the walls.
There being no further business, Council adjourned at 8:27 p.m.
