| October 15, 2001 MINUTES OF COUNCIL A regular session of Troy City Council was held Monday, October 15, 2001, at 7:30 p.m. in Council Chambers. Members Present: Baker, Beamish, Bretland, Douglas, Howe, Mercer and Saxton. Presiding Officer: William F. Lohrer, President of Council Others Present: Peter E. Jenkins , Mayor N. Lawrence Wolke, Director of Public Serviced & Safety W. McGregor Dixon, Jr., Director of Law R. Craig Helmer, Auditor INVOCATION: An invocation was given by Rev. Steve Thornton, Troy Christian Church. The Clerk gave a summary of the October 1, 2001, minutes of Council. There were no corrections or additions to these minutes. Upon motion of Mr. Howe, seconded by Mr. Beamish, these minutes were approved by unanimous roll call vote. COMMITTEE REPORTS: PERSONNEL COMMITTEE: Mrs. Saxton, Chairman, reported that Committee recommends legislation be prepared extending military pay and benefits for those employees who are in the Reserves or Ohio National Guard and who may be called to active duty as a results of the attacks on the US that took place 9-11-01, to include: pay employee difference between City pay and military pay, maintain health and life insurance benefits (subject to employee contributions), permit accrual of sick leave and vacation, amend collective bargaining unit agreements as necessary, and have the provisions be for 6 months and then reviewed to determine if there is reason to continue the provisions. RECREATION & PARKS: Mr. Howe, Chairman, gave the oral report that Committee met on the Stadium renovation project and golf fees and will discuss both again on 10-22 at 1:00 p.m. Because of this, Committee would like to defer action on O-27-01. RESOLUTIONS NONE ORDINANCE NO. O-27-01 ORDINANCE AMENDING SECTION 933.21 OF THE CODIFIED ORDINANCES OR THE CITY OF TROY, OHIO REGARDING GOLF COURSE FEES This Ordinance was given first title reading on 10-1-02. Given second title reading. ORDINANCE NO. O-28-01 AN ORDINANCE AUTHORIZING THE CONTINUATION OF MILITARY LEAVE WITH PAY AND THE CONTINUATION OF CITY-PROVIDED GROUP HEALTH AND LIFE INSURANCE; AND AUTHORIZING THE CONTINUED ACCURAL OF VACATION AND SICK LEAVE TO CITY EMPLOYEES WHO ARE CALLED TO ACTIVE MILITARY DUTY IN RELATON TO THE ATTACK AGAINST THE UNITED STATES ON SEPTEMBER 11, 2001, FOR THE DURATION OF ACTIVE DUTY This Ordinance was given first title reading. Mrs. Baker moved for suspension of three readings. Motion seconded by Mrs. Saxton. Yes: Bretland, Douglas, Saxton, Beamish, Baker, Mercer and Howe. No: None. Mr. Howe moved for adoption. ORDINANCE ADOPTED 10-15-01 page two COMMENTS OF MAYOR: Mayor Jenkins commented that work proceeds on the new signs for Riverside Cemetery. He also indicated that the City has well trained staff to deal with disasters, COUNCIL COMMENTS: . Mrs. Baker stated she is pleased the City can offer the extended military benefits (O-28-01). . Mrs. Saxton and Mr. Howe congratulated Jim Dando, newly appointed Development Director. . Mr. Howe asked about the rumor that Meijer's is closing. Mr. Dando replied that the rumor is wide-spread; however, from all information he has gathered, including from corporate headquarters, the rumor is untrue. AUDIENCE COMMENTS: . Robert M. Counts, 183 Finsbury, stated he'd like to make comments regarding golf fees, but felt the best audience for that would be the committee meeting on 10-22. Mr. Howe said he'd try to reschedule that meeting for 4 p.m. . Carl Goubeaux, 1495 McKaig, commented that: he does not play at Shores too much as it is too flat and not exciting to play; feels there should be a fee structure based on a heavy 5-month season May -Sept. and then fees lesser prior to and after those five months; other courses-some privately owned-are more challenging to play; people running Miami Shores should be creative about the pre and post season, creative about enhancing play, and use a flexible rate system that fits various time periods; people will pay on a poorly maintained course if cost is right; pricing should be for more people to play; and as an indication of the frequent lack of play at Shores, he has rarely had to schedule a tee time. . Jim Graham, 1106 E. Main, stated he and his wife enjoy playing Miami Shores but accept its limitations. He commented he feels most members play 9 holes only and the financial calculations do not take that into account. He asked if all Miami Shores revenues are taken into account in looking at fee increases. TROY DEVELOPMENT COUNCIL REPORT. Charles Cochran, President of Troy Development Council (TDC), provided Council with a report of development and annexation efforts. Discussions with Council included that the TDC is looking to partner for annexation purposes as they look forward to needs for land in the coming years; that it could be appropriate for the TDC to assist property owners with procedures/legal fees to encourage annexation; and that it is important to continue development efforts.
