MINUTES OF COUNCIL

A regular session of Troy City Council was held Monday, April 16, 2001, at 7:30 p.m. in the basement level meeting room of City Hall (temporary meeting place).

Members Present: Baker, Beamish, Bretland, Douglas, Howe, Mercer and Saxton.

Presiding Officer: William F. Lohrer, President of Council

Others Present: Peter E. Jenkins , Mayor
N. Lawrence Wolke, Director of Public Service & Safety
W. McGregor Dixon, Jr., Director of Law

The Clerk gave a summary of the April 2, 2001, minutes of Council. There were no corrections or additions to these minutes. Upon motion of Mrs. Saxton, seconded by Mr. Beamish, these minutes were approved by unanimous roll call vote. 

COMMITTEE REPORTS: 
PERSONNEL: Mrs. Saxton, Chairman reported as follows: 1) O-4-01 was approved at the last meeting, but not by the number of votes required for legislation scripted as an emergency measure. Thus, the Committee recommends a new Ordinance be prepared as an emergency measure to adopt Chapter 141 of the CO with Section 141.101 reading 40 hours of vacation can be cashed out for the covered employees. 2) Committee recommends that the number of police officers be increased by one to allow an officer to be assigned as a School Resource Officer, funded by the City. (copy of entire report attached to original minutes). 
Reports signed by Baker, Douglas and Saxton.
As legislation is not required to add a police officer, a motion was made by Mr. Beamish, seconded by Mr. Howe, to accept the report of the Personnel Committee regarding a School Resource Officer.
Discussion. Mr. Mercer commented that he was disappointed school officials were not present for the decision on the 
City providing a school resource officer. Mr. Beamish commented that school officials had been present for the Committee meeting.
MOTION ADOPTED TO APPROVE COMMITTEE REPORT BY UNANIMOUS VOTE

ORDINANCE NO. O-8-01
ORDINANCE AMENDING CHAPTER 141 OF THE CODIFIED ORDINANCES OF THE CITY OF TROY, OHIO, RELATING TO PERSONNEL AND DECLARING AN EMERGENCY

This Ordinance was given first title reading. 

Mr. Mercer moved for suspension of three readings. Motion seconded by Mrs. Saxton. 
Yes: Beamish, Douglas, Baker, Saxton, Mercer, Bretland and Howe. 
No: None.
Mrs. Baker moved for adoption. Motion seconded by Mr. Howe. 
Yes: Douglas, Baker, Saxton, Mercer, Bretland, Howe and Beamish. 
No: None. ORDINANCED ADOPTED

COMMENTS OF MAYOR: The Mayor commented that F&P America now has 572 employees. He also commented that the County had set aside April 21/22, in honor of Earth Day, when individuals could drop off household hazardous chemicals at the County transfer station.

COUNCIL COMMENTS: Mrs. Baker complimented the City on the quick clean up after a recent storm. 


There being no further comments, Council adjourned at 7:55 p.m.
