MINUTES OF COUNCIL


A regular session of Troy City Council was held Monday, August 20, 2001, at 7:30 p.m. in Council Chambers.

Members Present: Baker, Beamish, Bretland, Douglas, Howe, Mercer and Saxton.

Presiding Officer: William F. Lohrer, President of Council

Others Present: Peter E. Jenkins , Mayor

The Clerk gave a summary of the August 6, 2001, minutes of Council. There were no corrections or additions to these minutes. Upon motion of Mr. Howe, seconded by Mr. Beamish, these minutes were approved by unanimous roll call vote.

COMMITTEE REPORTS:
BUILDINGS, STREETS & SIDEWALKS. Mrs. Baker, Chairman, reported that Committee recommends legislation be prepared authorizing the Director of Public Service & Safety to advertise for bids and enter into a contract for the first annual sanitary sewer manhole improvement program at a cost not to exceed $40,000.

LAW & ORDINANCE COMMITTEE: Mr. Douglas, Chairman, reported as follows: 1) Committee recommends legislation be prepared to accept the final plat of the Stanfield Place subdivision, Section One, including the payment of $19,870 in waterline oversizing (the only section with oversizing), noting that many of the street pavement widths will be reduced from 35' to 30'. Committee further recommended that the legislation be presented as an emergency measure so that the extension of Stanfield Road to McKaig can be started and as much work as possible completed with a first course of asphalt prior to year end, but noted that the legislation should not be approved until all required plat documentation has been received by the City. (Mr. Douglas commented that just prior to the meeting, he was advised that all documentation is in order and action on the legislation can proceed.)
Discussion. Mrs. Baker asked if Stanfield will be constructed as four lanes, and was advised it will be three lanes, with the middle lane being a turn lane.
2) Committee recommends legislation be prepared approving the final plat of Section 4 of the Willow Creek Subdivision.
3) Committee recommends legislation be prepared approving the petition to vacate an 16' wide alley R/W adjacent to Inlots 403, 402, 401, part of IL 407 and OL 87 (between Cedar St. and the RR).
4) Committee recommends legislation be prepared approving the standard statement of services for an area proposed for annexation, in this case the Yates Annexation - 32.661 acres in Concord Twp.

PERSONNEL: Mrs. Saxton, Chairman, reported that Committee recommends approval of the appointments of Betsy Graves, Judy Fissinger and Jack Schwartz and the reappointment of Karol McCarthy to the City Beautification Committee for two-year terms commencing immediately and ending 7-1-03.

A motion was made by Mr. Howe, seconded by Mrs. Baker, to accept the Personnel Committee report. Motion passed, unanimous vote.

RESOLUTION NO. R-40-01
RESOLUTION APPROVING THE DIRECTOR OF PUBLIC SERVICE AND SAFETY OF THE CITY OF TROY, OHIO TO ADVERTISE FOR BIDS AND ENTER INTO A CONTRACT FOR THE SANITARY SEWER MANHOLE IMPROVEMENT PROGRAM

COMMENTS OF COUNCIL CLERK: Mrs. Knight stated that the Project Update report and Items of Interest cover page report are now part of the web page.

COMMENTS OF MAYOR: The Mayor thanked all the City employees and volunteers for the work on the Festival of Nations and Mayors Concert the past weekend. The Mayor also commented that Hobart Arena is proceeding with the sound system.

COUNCIL PRESIDENT COMMENTS: Regarding improvements to the Troy Memorial Stadium, now under consideration of Council, Mr. Lohrer clarified that the $5 Million figure reported in the media was an inflated amount (due to prevailing wage rates being applicable to City improvements), covered a long "wish list", at this time the City has made no financial commitment, and it is not known what improvements, if any, will be done.

COUNCIL COMMENTS:
. Mr. Mercer asked the Police Dept. to again monitor truck traffic on Dorset, possibly taking a day on occasion to stop trucks and provide warnings. Police Chief Phelps noted that it would probably take a permanent assignment to monitor the truck traffic.
. Mr. Bretland stated he supported O-20-01 as an emergency measure as he considers extending Stanfield Rd. to be a safety matter.

DEPARTMENT COMMENTS:
Police Chief Charles Phelps provided an update of recent activities in the Police Department, noting that with the delay in receiving the new cruisers, the City will receive 2002 model vehicles; a new telephone recording system has been installed; with 22,000 calls for service currently logged, he anticipates a tally of 35,000 calls by year end; with school starting, particular attention will be paid to school zones; and they have just completed the CALEA (accreditation) process.

Mrs. Baker thanked the Chief for a police presentation given to visitors to her place of employment. In response to questions from Mrs. Baker, the Chief stated that the value of accreditation is to provide the department with good, effective and legal policies and the documentation that the policies are followed in order to best serve the public; and the Chief stated the Department is working with the "Ohio Safe Communities" program for possible funding assistance.

AUDIENCE COMMENTS:
. David Kelly, 1727 Marby Drive, said he supported the completion of Stanfield Road.
. Lloyd Rowe, 385 W. Ross, commented that he'd like to see media coverage on the history and benefit of the City Beautification Committee.
