| September 17, 2001 MINUTES OF COUNCIL A regular session of Troy City Council was held Monday, September 17, 2001, at 7:30 p.m. in Council Chambers. Members Present: Baker, Beamish, Bretland, Douglas, Howe, Mercer and Saxton. Presiding Officer: William F. Lohrer, President of Council Others Present: Peter E. Jenkins , Mayor N. Lawrence Wolke, Director of Public Serviced & Safety W. McGregor Dixon, Jr., Director of Law R. Craig Helmer, Auditor INVOCATION: Rev. Jim Wilson, pastor of the First United Methodist Church, gave an invocation. A prayer was offered because of the September 11, 2001, disaster when terrorists struck the World Trade Center in New York and the Pentagon in Washington, DC, with commercial airplanes, and with a fourth plane crashing in Pennsylvania, a total of over 6,000 lives were lost. The Clerk gave a summary of the September 4, 2001, minutes of Council. There were no corrections or additions to these minutes. Upon motion of Mrs. Saxton, seconded by Mr. Douglas, these minutes were approved by unanimous roll call vote. COMMITTEE REPORTS: BUILDINGS, STREETS & SIDEWALKS COMMITTEE: Committee recommends legislation be prepared appointing an Assessment Equalization Board (James McGarry, Daniel Dunton, Dan Mobelini) to hear objections to the estimated assessments for Phase II of the Downtown Sidewalk Program and to set the meeting of the Board for 10-24-01 at 6 pm. Report signed by Saxton, Howe and Baker. ORAL REPORT: Mrs. Baker commented that Committee continues to meet on the subject of downtown parking and parking meters. FINANCE: Mr. Beamish, Chairman, reported that Committee recommends legislation be prepared accepting the tax levies as emergency measures due to the 10-1 filing date with the County. Reports signed by Douglas, Mercer and Beamish LAW & ORDINANCE COMMITTEE: Mr. Douglas, Chairman, reported as follows: 1) Committee recommends legislation be prepared regarding accepting the final plat of Section 3 of the Laurel Creek Subdivision (including payment of sanitary sewer oversizing, park land being handled by dedication of green space and payment of fees in lieu of green space by the developer, and changing the name of Primrose Court to Shamrock Lane). 2) Committee recommends legislation be prepared conforming the Township boundaries so that all of Troy is within Concord Twp. 3) Committee recommends legislation be prepared petitioning the Board of County Commissioners to approve the annexation of City-owned property - McDade Property (12.8548 acres on Riverside Drive) and Jones Property (5.1235 acres off Staunton Road). RECREATION AND PARKS: Mr. Howe, Chairman, gave an oral report that meetings continue to be held regarding Stadium improvements, that one option has been favored over four others for restrooms, concession area, ticket area, storage and lockers, the estimated price is $3.1 Million, and it is hoped that some adjustments to the design will bring a lower cost. Mr. Mercer noted that ditch maintenance work is being performed near Stonyridge and behind Troy Lumber. . Mr. Beamish commented that he appreciated the candlelight prayer vigil held on the Square on 9-16 (following terrorist attacks on US on 9-11-01). . Mr. Howe asked about the installation of the sound system at the Hobart Arena and activities at the Arena. It was stated that the system is being installed and the Recreation Director will provide a Department Head update at the next meeting. . Mr. Mercer asked that the bike path, East of N. Market, be check for possible needed repairs. AUDIENCE COMMENTS: . Richard Morrison, 840 Cartwright Ct., stated that the ditch behind the Little Ponderosa Subdivision continues to be a problem, is wet all the time, and that the work in the ditch has severely impacted the property owners and the property owners continue to be concerned. Mr. Mercer asked where the water from the Stonebridge Subdivision goes. Ms. Swan, City Engineer, commented that when the detention pond fills, the water goes into the ditch. She further commented that storm water ends up in the river, and if there is a ditch between the water and the river, the water flows through the ditch first. . Raymond Favorite, 756 Skylark, stated he did not feel the concrete work on the base of Kidder Ditch was done correctly and asked about wells being drilled on Cookson School property. Mr. Favorite was advised that the Board of Education governed work on school property, but it was stated that a member of Council would obtain the information and contact Mr. Favorite.
