| April 15, 2002 MINUTES OF COUNCIL A regular session of Troy City Council was held Monday, April 15, 2002, at 7:00 p.m. in Council Chambers. Members Present: Baker, Beamish, Bretland, Cultice, Mercer, Saxton and Wise. Presiding Officer: Michael L. Beamish, President of Council Pro Tem Others Present: Sue G. Knight, Acting Director of Public Service & Safety W. McGregor Dixon, Jr., Director of Law MINUTES: The Clerk gave a summary of April 1, 2002 meeting of Council. There were no corrections or additions in this regard, and upon motion of Mr. Bretland, seconded by Mrs. Baker, these minutes were approved by unanimous roll call vote. COMMITTEE REPORTS: RECREATION & PARKS: Mr. Bretland, Chairman, reported as follows: 1) Committee recommends legislation be prepared authorizing the Board of Park Commissioners to advertise for bids and enter into a contract for an aerial lift truck for the Park Department, that can be used City-wide, at a cost not to exceed $90,000. 2) Committee recommends legislation be prepared authorizing the acceptance of the 0.993 acres park donated by Sam Jackson, Jr. Reports signed by Saxton, Wise and Bretland. LAW & ORDINANCE: Mrs. Saxton, Chairman, reported that Committee recommends the acceptance of four pending annexations: Sheafer-Jones Annexation (93.3215 acres in Concord Twp.) DeWeese Annexation (20 acres in Staunton Twp. that will become part of Concord Twp. upon annexation), WACO Annexation (260.788 acres in Concord Twp.) and Holter Annexation (59.533 acres in Concord Twp.) R-33-02 RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT FOR THE EMPLOYMENT OF THE DIRECTOR OF PUBLIC SERVICE AND SAFETY OF THE CITY OF TROY, OHIO, AND DECLARING AN EMERGENCY This Resolution was given first title reading. ORDINANCE ADOPTED COMMENTS OF COUNCIL PRESIDENT PRO TEM: Mr. Beamish stated that Council President Lohrer is recovering well from hip replacement surgery, and that Mayor Jenkins is out of the county as a part of the current economic development trade mission to Europe. COUNCIL COMMENTS: .Mrs. Saxton asked about the testing of the odor control system at the Wastewater Plant. Mr. Bretland stated he had been at the plant that day and indicated that the roof of the new construction did not work exactly as designed, but it did work to some degree. .Mr. Bretland noted that he had previously advised Council that he had requested information from annexation petitioners as to the benefit to the City/citizens of approving the individual annexations. He commented that while he felt the two annexations approved at this meeting did not have any particular problems, he feels the two that will be coming before Council (Holter and WACO) are more complex and he would like to have more information on the benefit of those two annexations. .Mrs. Baker asked about converting the Franklin Street entrance to City Hall to a handicap door, and was advised that this conversion may be more difficult than originally thought, and preliminary discussions with the architect indicate a possible cost in excess of $15,000. 4-15-02 page three STAFF COMMENTS: Steve Leffel, Public Works Director, provided an update on roadway projects. City projects: W Main - curbs are now in; Street Scape - on schedule; Floral/Jeep area - is nearly completed. Mr. Leffel also commented that there have been questions about a number of projects that are State or County projects, and not those of the City or controlled by the City - 25A, interstate construction, 202/SR41, and Troy-Piqua/Polecat Roads. Noting that these roadway projects do make it difficult at times to get into and out of Troy, Mr. Leffel commented that it may be prudent to request the State for permission to delay the W. Market St. improvement (City's OPWC Project) to preclude having another major roadway torn up for construction while so much other work is going on. In response to a question of Mr. Mercer, it was commented that the new overhead poles for traffic signals will be installed at the four intersections one block out of the Square.
