| June 2, 2003 MINUTES OF COUNCIL A regular session of Troy City Council was held Monday, June 2, 2003, at 7:00 p.m. in Council Chambers. Members Present: Baker, Beamish, Bretland, Cultice, Mercer, Saxton and Wise. Presiding Officer: William F. Lohrer, President of Council Others Present: David E. Anderson, Director of Public Service & Safety MINUTES: The Clerk gave a summary of the May 19, 2003 meeting of Council. There were no corrections or additions, and upon motion of Mr. Bretland, seconded by Mr. Wise, these minutes were approved by unanimous roll call vote. COMMITTEE REPORTS: NONE RESOLUTIONS: NONE ORDINANCES: NONE SERVICE & SAFETY DIRECTOR COMMENTS: Mr. Anderson commented that the City was the successful bidder for a property at 1611 W. Main, and the City is in the process of evaluating traffic movements in this areas (W. Main/Weston/Covent) and all of Main Street west to the corporate limits. COUNCIL PRESIDENT COMMENTS: Mr. Lohrer asked about the maintenance of the grass area between the I-75 walls and the property fences; and Mr. Anderson stated that maintenance is the responsibility of ODOT. It was requested that ODOT be contacted and advised that areas under their responsibility need to be mowed and maintained. COUNCIL COMMENTS: -Mrs. Baker asked that the mowing of the former Days Inn lot be looked at. Mr. Mercer stated he understood this property has now been transferred into the name of Goodwill Industries. -Mr. Mercer commented that he observed more lifeguards than swimmers at the pool and asked if it is necessary to have so many lifeguards. -Council members expressed appreciation for the purchase of 1611 W. Main. -Mrs. Saxton expressed best wishes to Bill Lutz, resigning as Planner I. -Mr. Beamish commented that he and Mr. Lohrer recently discussed City government with a class of 3rd graders, and they asked very good questions. . -Mr. Mercer asked if the new cross arms for traffic signals in the downtown will have street signs as there are no longer signs to identify the streets entering the Square and help direct those not familiar with the downtown area. -Mrs. Saxton commented that persons coming into Troy on Sundays to view the Sculptures on the Square have no access to the brochures. Mr. Anderson commented that information is accessible on the Web, and he will look into having some brochures available at the Police Dept. AUDIENCE COMMENTS: -Frieda Iddings, 40 Elmwood Ave., commented that Troy astronaut Nancy Currie has been promoted to the rank of full Colonel. Mrs. Iddings also stated she was appalled that some of the Sculptures on the Square had been vandalized. Mr. Anderson commented that there is heightened enforcement. -Diana Thompson, Executive Director of the Miami County Visitors Bureau, announced that a volunteer committee is announcing a “Home for the Holidays” concert to be held at the Hobart Arena on November 30, 7-9 p.m., which will be a holiday concert for the public and in celebration the service of Peter E. Jenkins as Mayor for 12 years. The concert will feature the Springfield Philharmonic (paid for by the Troy Foundation) and renown singer Daniel Rodriguez, with performances also by the Troy High School Choir and the Riverside School Bell Choir. It is hoped this will become an annual event. Most tickets will be $10. -David Gillespie, 240 N. Weston, thanked Council for purchasing the 1611 W. Main property and asked that before changes are made to the traffic at Weston/Covent/W. Main, it would be appreciated if the neighbors are given a chance to voice their opinions as they are the ones who live there.
