MINUTES OF COUNCIL


A regular session of Troy City Council was held Monday, June 1, 2009, at 7:00 p.m. in Council Chambers.

Members Present: Clark, Douglas, Harrah, Hutchinson, Kendall, Kirkham and Schweser.

Presiding Officer: Martha A. Baker, President of Council

Others Present: Michael L. Beamish, Mayor
Patrick E. J. Titterington, Director of Public Service and Safety
Grant D. Kerber Director of Law

INVOCATION: An invocation was given by Mr. Schweser.

MINUTES: The Clerk of Council gave a summary of the minutes of the May 18, 2009 meeting of Troy City Council. There were no corrections or additions to these minutes. A motion was made by Mr. Clark, seconded by Mr. Hutchinson, to approve these minutes. Motion passed by unanimous roll call vote.

COMMITTEE REPORTS: NONE.

COMMENTS REGARDING COMMITTEE REPORTS OR AGENDA ITEMS:
-Maurice Hephner, 1745 Washington Road, asked about connecting to a utility line being constructed in his area, and/or if annexation would be required. He was referred to the City Engineer.


RESOLUTION NO. R-29-2009
RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE AND SAFETY OF THE CITY OF TROY, OHIO TO FILE AN APPLICATION FOR THE USE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS

This Resolution was given first title reading.

Mr. Harrah moved for suspension of rules requiring three readings. Motion seconded by Mr. Clark.
Yes: Harrah, Douglas, Hutchinson, Schweser, Kendall, Clark and Kirkham.
No: None.
Mr. Harrah moved for adoption. Motion seconded by Mr. Schweser.
Yes: Douglas, Hutchinson, Schweser, Kendall, Clark, Kirkham and Harrah.
No: None. RESOLUTION ADOPTED

ORDINANCE NO. O-15-2009
ORDINANCE ADOPTING THE REVISED SUBDIVISION REGULATIONS AS AN ADDITION TO THE CODIFIED ORDINANCES OF THE CITY OF TROY, OHIO

This Ordinance was given first title reading on May 18, 2009.
Given second title reading.

COMMENTS OF THE MAYOR. Mayor Beamish commented as follows:
1) The Troy Strawberry Festival will take place the coming weekend, and the festival is a benefit to the community.
2) City Employee Lisa Holmes was a winner in the Strawberry Festival talent contest and will be a performer during the festival.

COMMENTS OF PRESIDENT OF COUNCIL. Mrs. Baker thanked the City Park Department staff, the volunteers of Operation Cloverleaf and the City Beautification Committee for their efforts in making the city so attractive and the citizens who work hard to have their yards and neighborhoods attractive.

COMMENTS OF MEMBERS OF COUNCIL.
-Mr. Schweser wished all those involved with the Strawberry Festival much success. He noted that many volunteers work hard to make the festival a success.
-Mr. Clark also noted the efforts of Operation Cloverleaf on the aesthetics of the SR 41/I-75 interchange.


There being no further business, the meeting adjourned at 7:16 p.m.
