MINUTES OF COUNCIL

A regular session of Troy City Council was held Tuesday, February 22, 2011, at 7:00 p.m. in Council Chambers.

Members Present: Clark, Harrah, Schweser and Stubbs.
Upon motion of Mr. Clark, seconded by Mr. Schweser, Mr. Hutchinson was excused from this meeting by unanimous roll call vote.
Upon motion of Mr. Schweser, seconded by Mr. Stubbs, Mr. Kendall was excused from this meeting by unanimous roll call vote.
Upon motion of Mr. Harrah, seconded by Mr. Stubbs, Mr. Phillips was excused from this meeting by unanimous roll call vote.

Presiding Officer: Martha A. Baker, President of Council

Grant D. Kerber, Director of Law

PLEDGE OF ALLEGIANCE: The Pledge was led by members of Boy Scout Troop 544.

INVOCATION: An invocation was given by Council Member Stubbs.

MINUTES: The Clerk gave a summary of the minutes of the February 7, 2011, meeting of Troy City Council. There were no corrections or additions to these minutes. A motion was made by Mr. Harrah, seconded by Mr. Clark, to approve these minutes. Motion passed by unanimous roll call vote.


COMMITTEE REPORTS:
Finance Committee: Mr. Schweser reported that Committee recommends legislation be prepared to support the recommendations of the Enterprise Zone Tax Incentive Review Council (EZTIRC) regarding continuing the Troy Towne Park TIF, continuing five of the seven Enterprise Zone Agreements that were in place as of December 31, 2010, and terminating the two Enterprise Zone Agreements with Clopay as neither provides a benefit to the company.

COMMENTS OF THE DIRECTOR OF PUBLIC SERVICE AND SAFETY:
Mr. Titterington commented that in spite of the ice storm on Feb. 21, as workloads permit, the City is continuing picking up brush from prior storms.


AUDIENCE COMMENTS.
Scott Frank, 642 Floral Ave., Troy, on behalf of DP&L commented:
- Prior energy audit programs and rebate programs to reduce energy consumption are still in place.
- This year, DP&L will start a construction project to overhaul the electric distribution system to bring the original system up to the regular standard voltage of the rest of system. The project will include replacing over 1,000 poles. The project will start in the Westbrook area, working south and east. DP&L customers may experience a brief outage (under two hours) during this project. DP&L will provide notice prior to any outage. In response to Mrs. Baker, Mr. Frank stated that wood poles will be replaced with like poles. Mr. Harrah asked if a transformer on Dye Mill Road is to be replaced as this transformer results in a number of outages. Mr. Frank stated he would check on plans for that transformer. Mrs. Baker asked how much notice would be provided prior to an outage, and Mr. Frank stated he would provide that information. Mr. Schweser asked Mr. Frank to check on a number of bent and/or leaning poles on Drury Lane, between Ridge and Garfield Avenues.

There being no further business, the meeting adjourned at 7:19 p.m.
