The City of Troy is committed to ensuring digital accessibility for all users, including people with disabilities. We are continually improving the accessibility of our website and applying relevant standards to meet the needs of our community.

1. Our Commitment

Consistent with Title II of the Americans with Disabilities Act (ADA), the City is working to ensure this Site conforms to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA — the technical standard adopted by the U.S. Department of Justice for state and local government websites, mobile applications, and digital documents. Under the U.S. Department of Justice's compliance timeline, public entities serving a population under 50,000 — including the City of Troy — are required to meet this standard by April 26, 2028.

We view this deadline as a floor, not a ceiling, and are working toward conformance on an ongoing basis rather than waiting until the compliance date.

2. Accessibility Features

Our websites include, but are not limited to, the following accessibility features:

  • Text alternatives for non-text content (images, icons, and graphics).

  • Keyboard navigation support.

  • Adjustable text size and responsive layouts.

  • Sufficient color contrast between text and background.

  • Forms designed with accessible labels and instructions.

  • Compatibility with modern screen readers and assistive technologies.

3. Ongoing Efforts

We recognize that accessibility is an ongoing process. Our team regularly reviews content, updates design practices, and tests new pages and features to maintain compliance. Staff members and contractors are trained to create accessible content, and accessibility is integrated into our design and development process.

4. Third-Party Content, Tools, and Vendors

This Site may incorporate content, features, or services provided by third-party vendors — including but not limited to our content management system provider, payment processing tools, interactive maps, embedded documents, and social media or video widgets.

The City's accessibility obligations under ADA Title II extend to services and content the City provides through contracted vendors, not only content the City creates directly. Accordingly:

  • We require vendors and contractors who provide content or functionality on this Site to support conformance with WCAG 2.1 Level AA.
  • We periodically review third-party tools embedded on the Site for accessibility compatibility.
  • Where a third-party tool does not yet fully conform to accessibility standards, we will work with the vendor toward remediation, or provide an alternative means of accessing the same information or service upon request.
  • Links to external websites not operated by the City are outside the scope of this policy. We encourage visitors to review the accessibility statements of those third-party sites directly.

5. Limitations & Alternatives

While we strive to ensure all content — including content provided by vendors and contractors — is accessible, some older documents, legacy pages, or third-party content may not yet fully meet accessibility standards. In limited circumstances, an exception may apply where full conformance would result in a fundamental alteration to the nature of a service or an undue financial or administrative burden. Where such an exception applies, the City will still provide access to the same information or service to the maximum extent possible, and will document the basis for the exception and any interim accommodation provided.
