What is aggregation?
Your energy bill includes two parts: a delivery fee and a supply fee. While delivery service is provided by a set utility, Ohio law allows residents to choose their gas and electric suppliers.
To help residents and small businesses secure lower energy rates, the City of Troy competitively bids supply contracts and negotiates rates on behalf of the community. Residents are automatically enrolled in the aggregation program but may opt out at any time. To further increase buying power, Troy joined with other area communities as part of the Miami County Technology & Communications Group, creating a larger aggregation area.
Electric Aggregation
AES Ohio delivers electricity to Troy residents and issues your monthly bill. Constellation NewEnergy has been selected as the electric aggregation program supplier for the Miami Valley Communications Council Electric Aggregation Program, which includes the City of Troy and 17 other local communities. The goal of the aggregation is to provide a lower, stable electricity rate for residents and small businesses through the selection of a lower-cost supplier.
Troy's supplier is Constellation Energy, providing a fixed rate of 9.049¢ per kWh through December 31, 2026.
A new contract with Dynegy Energy begins January 1, 2027, and provides a fixed rate of 11.53¢ per kWh through December 31, 2029.
For comparison, AES Ohio’s standard rate is 10.86¢ per kWh (as of June 1, 2026). This rate is updated annually in June. For the most recent comparison, visit the Energy Choice Ohio Apples-to-Apples Comparison Chart.
Who is Troy’s electric aggregation supplier?
Troy's supplier is Constellation Energy, while AES Ohio provides delivery and maintains electricity infrastructure, poles, and wires. Beginning in 2027, Troy's supplier will be Dynegy Energy.
Am I in the electric aggregation?
To identify your current electric supplier, look at the back of the first page of your AES Ohio bill. You will see the name and logo of your supplier and your current per kWh rate.
Who is eligible for the aggregation program?
Most residential and small business customers residing within Troy and receiving energy from AES Ohio will be automatically enrolled in the aggregation.
Who is not eligible?
Residential and business customers who are not eligible for automatic enrollment in the program include:
- A customer that is not located within community boundaries
- A customer who appears on the PUCO’s “do not aggregate” list
- A customer who is in contract with another electric provider
- A customer who has a special contract with the electric utility company
- Customers who are behind on their payments to the utility
- A mercantile customer that has not provided consent to join the program. “Mercantile customer” means a commercial or industrial customer if the electricity consumed is for nonresidential use and the customer consumes more than 700,000 kWh/year or is part of a national account involving multiple facilities in one or more states.
Why is the price increasing in 2027?
There are multiple reasons for the higher prices. The previous agreement was able to secure a competitive rate for a longer term; however, wholesale electricity prices are higher than they were at the time of the last contract. The primary reason for the price increase is dramatically higher generation capacity costs, which are a portion of the supply cost.
Over the last several years, Ohio has benefited from low prices for generation capacity. As you have likely heard, there is a push to build large data centers in Ohio and across the United States, creating an increase in expected power demand. Based on supply and demand balances, the generation resources currently available, and existing resources that can reliably reduce their load on the grid, are compensated at a higher dollar amount, which flows through to end-users. The higher capacity cost also acts as an economic driver for entities to build new generation resources and/or improve the efficiency of existing resources.
The previous aggregation rate was 9.049 cents per kilowatt-hour. The new rate is 11.53 cents per kilowatt-hour, reflecting higher costs in the electricity market.
Why lock in a rate that's higher than AES Ohio's current rate?
While the 2027 aggregation rate will initially be slightly higher than AES Ohio's standard supply rate, the agreement is designed to provide long-term price stability. Recent electricity auctions indicate that AES Ohio's standard rate is likely to increase beginning in June 2027, with additional rate changes expected in 2028 and 2029.
By locking in a rate now, participants can avoid fluctuations in their electricity supply rate through December 2029. The program also allows customers to leave at any time without paying an early termination fee.
Can I opt into the aggregation if I have already selected another supplier?
Yes, you can opt into the aggregation at any time. However, review the terms and conditions of your current agreement, as some suppliers charge early termination fees.
What are my options for electric supply?
- Troy residents who do not opt out of the aggregation are automatically enrolled at the beginning of a new aggregation period. Gas Aggregation
Troy launched its natural gas aggregation program for residents and small businesses in October 2025. Participants receive delivery service from CenterPoint Energy, which also issues monthly bills. CenterPoint Energy is planning a merger with National Fuel in 2026—watch your bill for updates regarding changes.
The gas aggregation offers a fixed rate of $0.6625 per hundred cubic feet (ccf) from October 2025 through April 2028, supplied by Archer Energy.
While CenterPoint’s standard rate may be lower during summer months, the aggregation’s fixed price protects participants from rate increases during the higher-cost winter season. For the most recent comparison, visit the Energy Choice Ohio Apples-to-Apples Comparison Chart or review your CenterPoint bill for current supply rates.
