City Council Passes Temporary Moratorium on Gas Stations

News Releases Posted on January 22, 2026

As the City of Troy continues preparing its Unified Development Code (UDC), Troy's City Council has imposed a moratorium through May 30 on the approval of applications for automobile fuel dispensing and service stations. This temporary moratorium will allow City staff and elected officials to review zoning code regulations pertaining to gas stations and research the effects of new stations on the environment, traffic management, and noise and lighting levels. City staff will also review market saturation for gas stations and compatibility with long-term land-use plans.

"We have over 20 gas stations, which is high for a town of our size," says Development Director Tim Davis, "While no current applications are in process, and as we are developing a new UDC to support our Comprehensive Plan, this is a good time to place a moratorium and review our needs and future opportunities."

The new UDC will be reviewed by Troy's Planning Commission and City Council upon its completion. The new code will reflect the City's long-term Comprehensive Plan, passed by City Council and Planning Commission in 2024. More information on Troy's Comprehensive Planning process is available at www.troyohio.gov/comprehensiveplan .
