At their June 3 meeting, Troy City Council unanimously approved an application for federal Community Development Block Grant (CDBG) funding and CDBG Neighborhood Revitalization Program funding related to the Crawford Street Pedestrian Pathway Project and the Herrlinger Park Improvement Project. If awarded, these grants will support the City Council's goals of connecting the east side of Troy to downtown, building out safe and integrated Complete Streets, and providing high-quality recreation space to residents across Troy.
With Council's approval, City staff will apply for $1,030,000--nearly 60% of the total estimated cost--to install a shared bike trail on the west side of South Crawford Street from the Great Miami River to Herrlinger Park. This off-road trail will preserve on-street parking while allowing pedestrians and cyclists to safely travel off-street. Crawford Street improvements will begin at East Water Street, south of Herrlinger Park, within the City’s right-of-way. The rendering attached shows one section of those proposed improvements.
If awarded, the grant will also fund new amenities and enhancements in historic Herrlinger Park. Proposed improvements include new playground equipment, a 9-hole disc golf course, pickleball courts, lighting and fencing, and parking improvements.
This project is supported by the 2017 Troy Downtown Riverfront Strategic Development Study, which identified specific recommendations to provide recreational opportunities and improve economic opportunities for the residents of Southeast Troy. City staff will continue to work alongside Council and residents to finalize plans for both the Crawford Street Pedestrian Pathway Project and the Herrlinger Park Improvement Project.
